ประวัติความเป็นมา

องค์การบริหารส่วนจังหวัดกระบี่ ได้ก่อกำเนิดขึ้นตามพระราชบัญญัติระเบียบบริหารราชการส่วนจังหวัด พ.ศ.2498
โดยตั้งสำนักงานอยู่ในอาคารศาลากลางจังหวัดกระบี่
มีส่วนราชการประกอบด้วย สำนักงานเลขานุการจังหวัด ส่วนการคลัง และส่วนการศึกษา

ได้เกิดประวัติศาสตร์หน้าใหม่ขึ้นกับองค์การบริหารส่วนจังหวัดกระบี่และจังหวัดอื่นๆทั่วประเทศ เมื่อได้มีการตราพระราชบัญญัติองค์การบริหารส่วนจังหวัด พ.ศ.2540 ขึ้นและมีผลบังคับตั้งแต่วันที่ 1 พฤศจิกายน พ.ศ. 2540 โดยมีสาระสำคัญคือ ให้เปลี่ยนจากสภาจังหวัดมาเป็นสภาองค์การบริหารส่วนจังหวัด และสมาชิกสภาจังหวัด(สจ.) ก็ได้ถูกเปลี่ยนชื่อมาเป็นสมาชิกสภาองค์การบริหารส่วนจังหวัด(ส.อบจ.)แทน โดยมีวาระการดำรงตำแหน่งคราวละ 4 ปี พร้อมทั้งให้ผู้ว่าราชการจังหวัดดำเนินการจัดประชุมเพื่อเลือกสมาชิกสภาจังหวัดคนใดคนหนึ่ง ขึ้นดำรงตำแหน่งนายกองค์การบริหารส่วนจังหวัด ซึ่งผลปรากฏว่านายสมศักดิ์ กิตติธรกุล สมาชิกสภาจังหวัดกระบี่ เขตอำเภอเมือง ซึ่งขณะนั้นดำรงตำแหน่งประธานสภาจังหวัดกระบี่ได้รับเลือกจากสมาชิกสภาจังหวัดกระบี่ ให้ขึ้นดำรงตำแหน่งนายกองค์การบริหารส่วนจังหวัดกระบี่ เป็นคนแรก พร้อมทั้งได้แต่งตั้งนายสฤษฎ์พงษ์ เกี่ยวข้อง และนายอุดม จันดี เป็นรองนายกองค์การบริหารส่วนจังหวัดกระบี่ ในขณะที่ฝ่ายนิติบัญญัติ นายดำรงค์ กิตติธรกุล สมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ เขตอำเภอเมือง ก็ได้รับความไว้วางใจจากสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ ให้ขึ้นดำรงตำแหน่งประธานสภาองค์การบริหารส่วนจังหวัดกระบี่ ต่อจากนายสมศักดิ์ กิตติธรกุล จนกระทั้งหมดวาระการดำรงตำแหน่งจากสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ ส่วนในฝ่ายข้าราชการประจำขององค์การบริหารส่วนจังหวัดกระบี่ นางประภัสศรี ศรีสุวรรณ ได้เข้าดำรงตำแหน่งปลัดองค์การบริหารส่วนจังหวัดเป็นคนแรก พร้อมกันนี้ก็ได้มีการถ่ายโอนบรรดา กิจการ ทรัพย์สิน หนี้สิน สิทธิและเงินงบประมาณ และอำนาจการบริหารองค์การบริหารส่วนจังหวัดกระบี่ ที่เดิมเป็นของผู้ว่าราชการส่วนจังหวัดให้กับนายกองค์การบริหารส่วนจังหวัดกระบี่ โดยในการบริหารงานนั้นได้มีการแยกอำนาจระหว่างฝ่ายบริหารซึ่งนำโดยนายกองค์การบริหารส่วนจังหวัด กับฝ่ายนิติบัญญัติที่มีประธานสภาองค์การบริหารส่วนจังหวัดเป็นผู้นำอย่างชัดเจน โดยผู้ว่าราชการจังหวัดเป็นเพียงผู้กำกับดูแลการบริหารงานให้เป็นไปตามระเบียบหรือข้อกฎหมายเท่านั้น

เนื่องจากสมาชิกสภาจังหวัดชุดเดิมได้หมดวาระการดำรงตำแหน่งลง และได้จัดให้มีการเลือกตั้งขึ้นใหม่ขึ้นเป็นครั้งแรกภายใต้พระราชบัญญัติองค์การบริหารส่วนจังหวัด พ.ศ.2540 โดยได้จัดให้มีการเลือกตั้งสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่(ส.อบจ.)ชุดใหม่ขึ้น ในวันที่ 4 กุมภาพันธ์ 2543 และได้แยกอำเภอเหนือคลอง ออกจากอำเภอเมือง ซึ่งผู้ได้รับการเลือกตั้งประกอบด้วย

นายสมศักดิ์ กิตติธรกุล สมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ เขตอำเภอเมือง ได้รับความไว้วางใจจากสมาชิกให้ขึ้นดำรงตำแหน่งนายกองค์การบริหารส่วนจังหวัดกระบี่อีกวาระหนึ่ง พร้อมทั้งได้แต่งตั้งนายสฤษฏพงษ์ เกี่ยวข้อง และนายอารีย์ ห้วยลึก เป็นรองนายกองค์การบริหารส่วนจังหวัดกระบี่ในส่วนของฝ่ายนิติบัญญัตินั้น นายดำรงค์ กิตติธรกุล ก็ได้รับความไว้วางใจจากสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ ให้ขึ้นดำรงตำแหน่งประธานสภาองค์การบริหารส่วนจังหวัดกระบี่จนกระทั้งเมื่อวันที่15 ธันวาคม 2543 นายสมศักดิ์ กิตติธรกุล ได้ขอลาออกจากตำแหน่งนายกองค์การบริหารส่วนจังหวัดกระบี่ ที่ประชุมสภาองค์การบริหารส่วนจังหวัดกระบี่ จึงได้มีมติเลือกนายประกอบ ตุลารักษ์ สมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ เขตอำเภออ่าวลึก ขึ้นดำรงตำแหน่งแทนส่วนในฝ่ายนิติบัญญัตินั้นนายสวาท เถาว์กลอย สมาชิกสภาจังหวัดกระบี่ เขตอำเภอเหนือคลอง ได้ลาออกจากตำแหน่งไปลงสมัครสมาชิกสภาผู้แทนราษฎร จึงได้มีการจัดการเลือกตั้งซ่อมขึ้น ผลปรากฏว่านายฉลวย รอดเกิด ได้รับการเลือกตั้งให้เข้าดำรงตำแหน่งแทน

วันที่ 31 มีนาคม 2544 นายประกอบ ตุลารักษ์ ได้ขอลาออกจากตำแหน่งนายกองค์การบริหารส่วนจังหวัดกระบี่ นายสมศักดิ์ กิตติธรกุล ได้รับความไว้วางใจจากสมาชิกให้ขึ้นดำรงตำแหน่งนายกองค์การบริหารส่วนจังหวัดกระบี่อีกวาระหนึ่งเมื่อวันที่ 5 เมษายน 2544 โดยได้แต่งตั้งนายสฤษฏพงษ์ เกี่ยวข้อง และนายไพบูลย์ ชัยทอง เป็นรองนายกองค์การบริหารส่วนจังหวัดกระบี่

นายวิษณุ มณีมัย สมาชิกสภาจังหวัดกระบี่ เขตอำเภอลำทับ ได้ขาดสมาชิกภาพจากการสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ จึงได้มีการจัดการเลือกตั้งซ่อมขึ้น ผลปรากฏว่านายสมมุ่ง เป็ดทอง ได้รับการเลือกตั้งให้เข้าดำรงตำแหน่งแทน

นายดำรงค์ กิตติธรกุล ได้ขอลาออกจากตำแหน่งประธานสภาองค์การบริหารส่วนจังหวัดกระบี่และสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ เขตอำเภอเมือง เมื่อวันที่ 25 กรกฎาคม 2546 ที่ประชุมที่สภาองค์การบริหารส่วนจังหวัดกระบี่ จึงได้ลงมติเมื่อ วันที่ 7 สิงหาคม 2546 เลือกนายประกิจ งานดี สมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ เขตอำเภอคลองท่อม เข้าดำรงตำแหน่งแทน จนกระทั้งหมดวาระ ส่วนตำแหน่งสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ เขตอำเภอเมือง นั้นก็ได้มีการจัดการเลือกตั้งซ่อม ผลการเลือกตั้งปรากฏว่า นายอริษฎ์ จิรเดชตระกูล ได้รับการเลือกตั้งให้เข้าดำรงตำแหน่งแทนในส่วนฝ่ายบริหาร นายไพบูลย์ ชัยทอง ได้ขอลาออกจากตำแหน่งรองนายกองค์การบริหารส่วนจังหวัดกระบี่เมื่อวันที่ 16 กันยายน 2546 นายสมศักดิ์ กิตติธรกุล จึงได้แต่งตั้งนายสวัสดิ์ พยายาม เข้าดำรงตำแหน่งแทนเมื่อวันที่ 13 ตุลาคม 2546 จนกระทั้งหมดวาระ ในส่วนฝ่ายข้าราชการประจำนั้นเนื่องจากนางประภัสศรี ศรีสุวรรณ ปลัดองค์การบริหารส่วนจังหวัดกระบี่ ได้เกษียณอายุราชการเมื่อวันที่ 30 กันยายน 2546 นายมานพ ลีลาสุธานนท์ จึงได้เข้าดำรงตำแหน่งปลัดองค์การบริหารส่วนจังหวัดกระบี่แทนเมื่อวันที่ 25 ธันวาคม 2546 จนถึงปัจจุบัน ต่อมาได้เกิดเปลี่ยนแปลงครั้งสำคัญขึ้นกับองค์การบริหารส่วนจังหวัดทั่วประเทศอีกครั้ง เมื่อได้มีการแก้ไขเพิ่มเติม พระราชบัญญัติองค์การบริหารส่วนจังหวัด พ.ศ. 2540 (ฉบับที่ 3) ซึ่งมีผลบังคับใช้เมื่อวันที่ 16 ธันวาคม 2546 โดยมีสาระสำคัญคือในฝ่ายบริหารให้นายกองค์การบริหารส่วนจังหวัด มาจากการเลือกตั้งโดยตรงจากประชาชนทั้งจังหวัด ส่วนฝ่ายนิติบัญญัติให้มีการแบ่งสมาชิกสภาองค์การบริหารส่วนจังหวัดออกเป็นเขตเลือกตั้งเขตละหนึ่งคน โดยใช้เกณฑ์ของราษฎรแต่ละจังหวัด ตามหลักฐานการทะเบียนราษฎรในปีสุดท้ายก่อนที่มีการเลือกตั้ง เป็นเกณฑ์ในการกำหนด

เพื่อรองรับภารกิจและบุคลากรที่จะมีเพิ่มมากขึ้นในอนาคต ประกอบกับสถานที่สำนักงานบริเวณศาลาประชาคมเดิมมีความคับแคบ ทางองค์การบริหารส่วนจังหวัดกระบี่จึงได้เตรียมการก่อสร้างสำนักงานใหม่ขึ้นโดยได้มีการลงนามในสัญญาเริ่มก่อสร้างอาคารสำนักงานใหม่ ในส่วนของโครงสร้างตัวอาคาร บนเนื้อที่ 43 ไร่ บริเวณใกล้กับท่าเทียบเรือท่องเที่ยวปากคลองจิหลาด หมู่ที่ 7 ตำบลไสไทย อำเภอเมือง จังหวัดกระบี่ ในวันที่ 6 มกราคม 2547 หลังจากที่ พระราชบัญญัติองค์การบริหารส่วนจังหวัด พ.ศ. 2540 ฉบับแก้ไขเพิ่มเติม (ฉบับที่ 3) ประกาศใช้ ทางคณะกรรมการการเลือกตั้ง จึงได้มีการจัดให้มีการเลือกตั้งนายกองค์การบริหารส่วนจังหวัดและสมาชิกสภาองค์การบริหารส่วนจังหวัดขึ้นพร้อมกันทั่วประเทศ ในวันที่ 14 มีนาคม 2547 และนับเป็นครั้งแรกที่คณะกรรมการการเลือกตั้ง ได้เข้ามาเป็นผู้ดำเนินการจัดการเลือกตั้งแทนกระทรวงมหาดไทยในการจัดการเลือกตั้งนายกองค์การบริหารส่วนจังหวัดและสมาชิกสภาองค์การบริหารส่วนจังหวัด ตามพระราชบัญญัติการเลือกตั้งสมาชิกสภาท้องถิ่นหรือผู้บริหารท้องถิ่น พ.ศ.2545 โดยได้นำเอาระบบใบเหลืองใบแดง มาใช้กับผู้ที่ทุจริตการเลือกตั้ง จนเป็นเหตุให้ในหลายเขตเลือกตั้งต้องมีการเลือกตั้งใหม่ จนบางพื้นที่ต้องใช้เวลานานหลายเดือนจึงจะได้รับการรับรองผลการเลือกตั้งจากคณะกรรมการการเลือกตั้ง ในส่วนขององค์การบริหารส่วนจังหวัดกระบี่นั้น ในการเลือกตั้งนายกองค์การบริหารส่วนจังหวัดกระบี่โดยตรงจากประชาชนทั้งจังหวัด ผลปรากฎว่า นายสมศักดิ์ กิตติธรกุล ได้รับความใว้วางใจให้เข้าดำรงตำแหน่งนายกองค์การบริหารส่วนจังหวัดกระบี่ อีกวาระหนึ่ง โดยทางคณะกรรมการการเลือกตั้งได้รับรองผลการเลือกตั้งให้เข้าดำรงตำแหน่งนายกองค์การบริหารส่วนจังหวัดกระบี่ เมื่อวันที่ 6 กรกฎาคม 2547 หลังจากนั้นนายสมศักดิ์ กิตติธรกุล ได้แต่งตั้งคณะผู้บริหารประกอบด้วย นายธรรมศักดิ์ ภูพันธิ์วิวัฒน์ เป็นรองนายกฯ คนที่ 1 นายวิชัย ลิ้มวัฒนากูล เป็นรองนายกฯ คนที่ 2 นายกิตติชัย เอ่งฉ้วน เป็นเลขานุการนายกฯ นายนพรัตน์ กาญจนวโรดม นายสมชาย สิทธิโชค นายสุพจน์ นครป้อและนายอติพจน์ ศรีสุคนธ์ เป็นที่ปรึกษานายกฯ สำหรับสภาองค์การบริหารส่วนจังหวัดนั้น มีสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ ที่ได้รับการเลือกตั้ง ประกอบด้วย

นายจเร ปานจีน ได้ขอลาออกจากตำแหน่งรองประธานสภาองค์การบริหารส่วนจังหวัดกระบี่ คนที่ 1 และสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ เขตเลือกตั้งที่ 1 อำเภอปลายพระยา เมื่อวันที่ 21 มีนาคม 2549 ที่ประชุมสภาฯจึงมีมติเลือกนายสาคร เกี่ยวข้อง เข้าดำรงตำแหน่งรองประธานสภาฯ คนที่ 1 แทน ส่วนตำแหน่งสมาชิกสภาองค์การบริหารส่วนจังหวัดกระบี่ เขตเลือกตั้งที่ 1 อำเภอปลายพระยา นั้นก็ได้มีการจัดการเลือกตั้งซ่อมเมื่อวันที่ 7 พฤษภาคม 2549 ผลการเลือกตั้งปรากฏว่า นายภักดี ทิพย์ภักดี ได้รับการเลือกตั้งให้เข้าดำรงตำแหน่งแทนส่วนในฝ่ายบริหารนั้น นายสุพจน์ นครป้อ นายอติพจน์ ศรีสุคนธ์และนายสมชาย สิทธิโชค ที่ปรึกษานายกฯ ได้ขอลาออกจากตำแหน่ง นายสมศักดิ์ จึงได้แต่งตั้งนายสุนทร เชาว์กิจค้า นายฉลวย รอดเกิด และนายถิรเดช ตั้งมั่นก่อกิจ เข้าดำรงตำแหน่งที่ปรึกษานายกฯ แทน วันพฤหัสบดีที่ 28 ธันวาคม 2549 ทางองค์การบริหารส่วนจังหวัดกระบี่ ได้ย้ายสำนักงานจากอาคารศาลาประชาคม องค์การบริหารส่วนจังหวัดกระบี่หลังเดิม มายังสำนักงานใหม่ บริเวณปากคลองจิหลาด หมู่ที่ 7 ตำบลไสไทย อำเภอเมือง จังหวัดกระบี่

องค์การบริหารส่วนจังหวัดกระบี่ ร่วมกับสมาคมองค์การบริหารส่วนจังหวัดแห่งประเทศไทย เชิญคณะผู้บริหาร สมาชิกสภาฯและข้าราชการ จากองค์การบริหารส่วนจังหวัด 75 จังหวัดทั่วประเทศ เข้าร่วมสัมมนาและประชุมสมัยวิสามัญครั้งที่ 1/2550 ในระหว่างวันที่ 23 ถึง 26 พฤษภาคม 2550 พร้อมกับประกอบพิธีเปิดป้ายอาคารสำนักงานใหม่ ในวันศุกร์ที่ 25 พฤษภาคม 2550

Krabi Provincial Administrative Organization was initiated as per the Act of the regulation of Provincial Government Administration B.E. 2498 (1955). The office was located in the Krabi hall building comprising 3 administrative agencies - Provincial Secretary Office, Public Finance sector and Educational sector.

The new history of Krabi Provincial Administrative Organization and all other provinces occurred when the Act of Provincial Government Administration B.E. 2540 (1997) had been enacted and was later enforced on 1 of November B.E. 2540 (1997) with the main points of changing 'Provincial Congress' to 'Provincial Administrative Organization Congress' and 'Provincial Congress Member' (สจ.) to 'Provincial Administrative Organization Congress Member' (ส.อบจ). The term of office is 4 years per one time. Later, the provincial governor had held a conference to appoint one of the congress members to be Krabi Provincial Congress President. This resulted in Mr. Somsak Kittitarakul, a member of Krabi provincial congress from Amphoe Muang District who at that time held the position of Krabi Provincial Congress President, being appointed as the first Chancellor of Krabi Provincial Administrative Organization including appointing Mr. Saridpong Kiewkhong and Mr. Udom Khakong to be the Deputy Chancellors of Krabi Provincial Administrative Organization. In the congress, Mr. Dumrong Kittitarakul, a member of Krabi Provincial Administrative Organization congress from Amphoe Muang District, gained trust and was appointed by Krabi Provincial Administrative Organization members to be the Krabi Provincial Administrative Organization Congress President next to Mr. Somsak Kittitarakul until his Krabi Provincial Administrative Organization Congress Member's term expired. With reference to the government officials of the Krabi Provincial Administrative Organization, Mrs. Prapassri Srisuwan was appointed to be the first Provincial Administrative Organization Secretary. In the meantime, business, properties, debts, rights, budgets and administrative power of the Krabi Provincial Administrative Organization, formerly owned by a provincial governor, were transferred to the Chancellor of Krabi Provincial Administrative Organization. Moreover, led by the Chancellor of Krabi Provincial Administrative Organization and the congress with the Provincial Administrative Organization Congress President as the apparent leader, the power of the administrative sections was divided. The provincial governor's responsibilities were only to supervise and administrate the work to follow the regulations and the law.

The former provincial congress members' term office had expired, so the new election under the Act of Provincial Government Administration B.E. 2540 (1997) was held for the first time. The new Krabi Provincial Administrative Organization Congress Member (ส.อบจ) election was held on 4 of February B.E. 2543 (2000) and the Nuea Khlong District was also separated from Amphoe Muang District. Mr. Somsak Kittitarakul, the Provincial Administrative Organization Congress Member from Amphoe Muang District, gained trust and was appointed by the members to be the Krabi Provincial Administrative Organization Congress Chancellor for another time. Besides, Mr. Saridpong Kiewkhong and Mr. Ari Huay Luek were also appointed to be the Deputy Chancellors of Krabi Provincial Administrative Organization. With respect to the congress, Mr. Dumrong Kittitarakul gained trust and was appointed by the members of Krabi Provincial Administrative Organization to be the President of Krabi Provincial Administrative Organization. On 15 of December B.E. 2543 (2000), Mr. Somsak Kittitarakul had resigned from his position (Krabi Provincial Administrative Organization Congress Chancellor), so the Krabi Provincial Administrative Organization Congress reached the conclusion of appointing Mr. Prakorb Tularak, the Provincial Administrative Organization Congress member from Ao Luek District, to take Mr. Somsak's position instead. Furthermore, Mr. Sawat Thaokloy, a member of Krabi provincial congress from Nuea Khlong, had resigned from his position to apply to be a member of the House of Representatives, so the re-election was held. This resulted in Mr. Chaluay Rodkerd being elected as a member instead.

On 31 of March B.E. 2544 (2001), Mr. Prakorb Tularak, Krabi Provincial Administrative Organization Congress Chancellor, has resigned from his position. Subsequently, Mr. Somsak Kittitarakul gained trust from the members and was appointed to be Krabi Provincial Administrative Organization Congress Chancellor for another time on 5 of April B.E. 2544 (2001). Also, Mr. Saridpong Kiewkhong and Mr. Phaibul Chaithong were appointed to be Deputy Chancellors of Krabi Provincial Administrative Organization.

Due to the fact that the Krabi Provincial Administrative Organization Congress Membership of Mr. Vissanu Maneemai, a member of Krabi provincial congress from Lum Tub District, was insufficient, so the re-election was held. This resulted in Mr. Sommung PedThong being appointed to take charge in that position.

Mr. Dumrong Kittitarakul, a member and the president of Krabi Provincial Administrative Organization Congress from Amphoe Muang District, had resigned on 25 of July B.E. 2546 (2003). On 7 of August B.E. 2546 (2003), the Krabi Provincial Administrative Organization Congress reached the conclusion of appointing Mr. Prakij Ngandee, a member of Krabi Provincial Administrative Organization Congress from Khlong Tom District, to take the position until expiring. Regarding the re-election of Krabi Provincial Administrative Organization Congress Member from Amphoe Muang District, this resulted in Mr. Aris Jiradejtrakul being appointed in the position. In administrative section, Mr. Phaibul Chaithong, a Deputy Chancellor of Krabi Provincial Administrative Organization, had resigned from the position on 16 of September B.E. 2546 (2003); therefore, Mr. Somsak Kittitarakul appointed Mr. Sawat Payayam to take the position on 13 October B.E. 2546 (2003) until expiring. With reference to governmental officials, owing to the fact that Mrs. Prapassri Srisuwan, the Provincial Administrative Organization Secretary, had retired on 30 of September B.E. 2546 (2003), Mr. Manop Leelasutanon, on 25 of December B.E. 2546 (2003), was appointed to take charge instead. Later, the important revolution, having the impact until now, occurred to the Provincial Administrative Organizations across the country again when the additional amendment on the Act of Provincial Government Administration B.E. 2540 (1997) [Third Edition] was made. On 16 of December B.E. 2546 (2003), the act was enforced with the main points that in administrative section, a Provincial Administrative Organization Chancellor must be directly elected by all people from a province and that in a congress, the Provincial Administrative Organization Congress Members must be divided into electorates (an electorate per a member). Also, the civil measures of each province must be used according to last year proof of Civil Registration before an election.

): In order to support the rising number of missions and personnel in the future as well as the fact that the old office in the community hall's area was cramped, the Krabi Provincial Administrative Organization prepared to build a new office which was signed in the contract for building a new office. Regarding the structure of the building, it was built on the 43-Rai area located near the Pak Khlong Jilad tourism harbor, Moo 7, Saithai Sub-district, Amphoe Muang District at Krabi Province on 6 of January B.E. 2547 (2004). After the Act of Provincial Government Administration B.E. 2540 (1997) [Third Edition] had been enforced, the Election Commission held the Provincial Administrative Organization Chancellor election and the Provincial Administrative Organization Member election across the country simultaneously on 14 of March B.E. 2547 (2004). This was the first time that the Election Commission acted as the election operator as per the Election of Member of the Local Council or Local Management Act B.E. 2545 (2002) instead of the Ministry of Interior. Besides, the Yellow-card-Red-card system was also brought to use for punishing election cheaters. This was the reason why the re-elections were made on plenty of electorates, which took several months for some areas to acknowledge the election results from the Election Commission. Concerning the Krabi Provincial Administrative Organization, the result of the Krabi Provincial Administrative Organization Chancellor election, which was directly voted by all Krabi citizens, turned out that Mr. Somsak Kittitarakul was trusted and appointed as Krabi Provincial Administrative Organization Chancellor for another time. the Election Commission affirmed the election result and granted Mr. Somsak to perform his duty as Krabi Provincial Administrative Organization Chancellor on 6 of July B.E. 2547 (2004). Afterwards, Mr. Somsak Kittitarakul accredited board of directors comprising Mr. Thammasak Phuphanvivat as the first Deputy Chancellor, Mr. Wichai Limwattanakul as the second Deputy Chancellor, Mr. Kittichai Ang-chuan as Secretary to the Chancellor, Mr. Nopparat Kanjanavarodom – Mr. Somchai Sittichok – Mr. Supoj Nakornpor and Mr. Atipoj Srisukon as Advisors to the Chancellor. Mr. Ari Huay-Luek gained trust from the Krabi Provincial Administrative Organization Congress Members and was appointed to be Krabi Provincial Administrative Organization Congress President with Mr. Ja-re Panjeen as the first Deputy President and Mr. Prasit Mhaisrisen as the second Deputy President.

Mr. Ja-re Panjeen, the first Deputy President of Krabi Provincial Administrative Organization Congress and a member of Krabi Provincial Administrative Organization Congress from the electorate 1 – Plaipraya Sub-district, had resigned from the positions on 21 of March B.E. 2549 (2006). Hence, the congress reached the conclusion of appointing Mr. Sakorn Kiewkhong to be the first Deputy President. On 7 of May B.E. 2549 (2006), the re-election was also held to choose a member of Krabi Provincial Administrative Organization Congress from the electorate 1 – Plaipraya Sub-district. This resulted in Mr. Phakdee Thippakdee being appointed as the member. Regarding the administrative section, Mr. Supoj Nakornpor, Mr. Atipoj Srisukon and Mr. Somchai Sittichok, Advisors to the Chancellor, had resigned from the positions. Consequently, Mr. Somsak Kittitarakul accredited Mr. Sunthon Chaokijkha, Mr. Chaluay Rodkerd and Mr. Thiradech Thungmunkorkij as Advisors to the Chancellor. On Thursday 28 of December B.E. 2549 (2006), the Krabi Provincial Administrative Organization moved its office from the former community hall to the new office located on Pak Khlong Jilad, Moo 7, Saithai Sub-district, Amphoe Muang District at Krabi Province.

The Krabi Provincial Administrative Organization along with Provincial Administration Organization Council of Thailand invited board of directors, Members of Parliament and government officers from 75 Provincial Administration Organizations across the country to participate in a seminar and an extra conference 1/2550 from 23 – 26 of May B.E. 2550 (2007) as well as attending the new office inaugurating ceremony on Friday 25 of May B.E. 2550 (2007).

甲米府行政机构产生了新一页的历史，即甲米府行政机构法律，从1997年11月1日开始有效实施，其主要内容为，从省理事会，更改名称为省行政机构理事会，及省理事会会员(Sor Jor.) ，更改名称为省行政机构理事会会员(Sor. Or bor jor) ，每次在位4年，并让府长选举省理事会的任何成员为省行政机构主任，结果Mr. Somsak Kittithonkul 被甲米省理事会会员选为甲米省第一位理事会主任，并设立Mr.Saritpong Giaokong 及Mr. Udom Jandee 为甲米省行政机构副主任，同时立法机关方面的省行政机构理事会会员Mr. Damrong Kittithornkul，被甲米省理事会会员选为甲米省行政机构理事会主席，代替Mr. Somsak Kittithonkul，直到结束甲米府理事会会员的任期，至于甲米省行政机构的官员，Mrs.Prapassri Srisuwan 被设立为省行政机构第一位秘书，同时将各项财产，债务，权限及预算，及原属于甲米府府长的省行政机构的管理权限，转让给省行政机构主任，即在行政管理方面，则将行政管理权限（由省行政机构主任领导）和立法机关（由省行政机构理事会主席领导）权限明显的分开

当原省理事会会员的任期结束，并依照1997年省行政机构法律，于2000 年2 月4日举行了新的甲米府行政机构理事会成员的选举(Sor.Or bor jor) ，并将Nueklong县从Mueng县分开，即Mr. Somsak Kittithonkul 被会员再次选为甲米省行政机构主任，并设立Mr.Saritpong Giaokong 及Mr. Arree Huayleuk 为甲米省行政机构副主任；在立法机关方面Mr. Damrong Kittithornkul，被甲米省行政机构理事会会员选为甲米省行政机构理事会主席，直到2000 年12 月15 日，Mr. Somsak Kittithonkul 申请退辞甲米省行政机构副主任职位，甲米省行政机构理事会大会，因此决议选Aoluek县，甲米省行政机构理事会会员Mr. Prakob Dularak来代替；在立法机关方面，Nueklong县，甲米省理事会会员 Mr. Savat Taogloy 因辞职以参加国会议员的选举，因此举行补选，选举结果为Mr. Chaluay Rodgerd 当选。

Mr. Prakob Dularak 申请辞退甲米省行政机构主任职位，Mr. Somsak Kittithonkul 因此再次于2001年4月5 日，被会员选为甲米省行政机构主任，并设立Mr.Saritpong Giaokong 及Mr. Paibul Chaithong 为甲米省行政机构副主任

Lamtab县理事会会员Mr. Vissanu Maneechai 因缺乏甲米省行政机构理事会会员资格，因此举行补选，选举结果为Mr. Sommung Bedthong 当选。

Mr. Damrong Kittithonkul 于2003年7月25 日，申请退辞甲米省行政机构理事会主席职位及甲米省行政机构理事会会员职位，甲米省行政机构理事会大会，因此于2003年8月7日决议选Klongtom县，甲米省行政机构理事会会员Mr. Prakit Ngandee来代替，直到任期结束；至于Meung县区甲米省行政机构理事会会员职位，则举行补选，选举结果选出Mr.Arris Jiradetchkul 来代替；在行政方面，Mr.Saritpong Giaokong 申请辞退甲米省行政机构副主任职位，于2003年9月16日，Mr. Somsak Kittithonkul 因此设立 Mr. Sawad Payayam 代替其职位于2003 年10月13日，直到其任期结束，至于政府官员方面，由于Mrs.Prapassri Srisuwan 于2003年9 月30日退休，因此于2003年12月25 日，设立Mr. Manop Leelasuthanon 为省行政机构秘书，直到现在；后来全国的省行政机构再次产生了重要的改变，即1997年省行政机构法律的修改（第3 版），其主要内容为，在行政方面，让省行政机构主任，由全省人民直接选举；至于立法机关方面，则将省行政机构理事会会员，分成选举区，每区1 人，根据选举前的最后一年的户口资料为标准。

为了容纳将来更多的任务和人员，以及位于原社区礼堂的办公室也显得狭窄，因此，甲米省行政机构准备建造新的办公楼，即签署建造新办公大楼合同，此新办公大楼，位于43 莱的土地面积，靠近Klong Jirad旅游船码头，7 里，Saithai 乡，Mueng县，甲米省；于2004年1 月6 日，在1997 年省行政机构法律，修改版（第3 版）开始实施之后，选举委员会因此，于2004年3月14日举行了全国省行政机构主任和省行政机构理事会会员的选举，及是第一次由选举委员会，代替内政部执行选举活动，即依照2002年地方理事会会员选举法律，并使用黄卡和红卡系统，来对付选举舞弊者，结果使许多选区必须重新选举，使得某些地区需要几个月的时间才能获得选举委员会的确认；对于甲米省行政机构，由全省人民的直接选举甲米省行政机构主任，结果Mr. Somsak Kittithonkul再次被选为甲米省行政机构主任，选举委员会于2004年7月6日批准选举结果，担任甲米省行政机构主任，此后Mr. Somsak Kittithonkul设立了行政管理团，包括Mr.Thammasak Pupanvivat为第一位副主任，Mr.Vichai Limwattanakul 为第二位副主任，Mr.Kittichai Engchuan 为秘书；即Mr. Arree Huayleuk得到省行政机构理事会会员的信任，担任甲米省行政机构理事会主席，并由Mr. Jare Banjeen 为第一位副主席，及Mr. Prasit Maisisen为第二位副主席。

Mr. Jare Banjeen 申请辞退甲米省行政机构理事会第一位副主席的职位及甲米省行政机构理事会会员的职位，属于第1选举区，Blaipaya 县，于2006 年3 月21 日，理事会大会决议选Mr. Sakorn Giaikong 任职理事会第一位副主席，至于第1选举区，Blaipaya 县的甲米省行政机构理事会会员职位，则于2006年举行补选，选举结果为由Mr.Pakdee Tippakdee 代替；至于行政方面，Mr. Supoj Nakornbo , Mr.Adipoj Srisukon Mr. Somcha Sittichok 申请辞退主任秘书的职位，Mr. Somsak 因此设立Mr. Sunthorn Chaogijka , Mr. Chaluay Rodgerd 及Mr. Thiradetch Dangmankokit 任职主任秘书；于2006年12 月28 日，甲米省行政机构迁移办公室从社区礼堂到新的办公室，位于靠近Klong Jirad，7 里，Saithai 乡，Mueng县，甲米省。

甲米省行政机构，与泰国省行政机构协会合作，邀请管理团队，理事会成员，以及来自全国75个省的省级行政机构的政府官员，于 2007年5月23日至26日，参加研讨会和特别会议第1/2007次，以及新办公大楼的开幕典礼于 2007年5月25日，星期五。
